An obligation that applies to every company using AI
Since 2 February 2025, providers and deployers of AI systems must take measures to support the AI literacy of their staff. The Digital Omnibus (Regulation (EU) 2026/1744) amended this duty but did not remove it: it is a legal requirement, not a recommendation.
- It applies to every organisation that deploys or uses AI systems, including everyday text-generation tools.
- The level of training must match the role, knowledge and context in which AI is used.
- Compliance has to be demonstrable through documentation.

This is the fine for incomplete or misleading information supplied to an authority in reply to its request (AI Act Art. 99(5)); for SMEs the lower of the two amounts applies. Penalties for breaching Art. 4 itself are set by Member States.
